For the 1st Time in History, Article V Constitutional Convention Guaranteed
Michigan has become the 34th state to pass a resolution calling for an Article V convention of the states to amend the U.S. Constitution.
This is the first time in history that the necessary 34 states have passed resolutions.
One attempt in 1969 fell one state short. Another attempt reached 32 applications in 1983, but never reached the 34 that are required to force a convention.
With the passage of Michigan’s resolution, Congress is now legally obligated to hold an Article V convention for the purpose of amending the Constitution. So this is truly an historic moment.

Michigan Senate Joint Resolution V calls upon Congress to allow Michigan to join other states in requesting an Article V convention of the states.
“A JOINT RESOLUTION to petition the congress of the United States to call a convention to propose amendments to the constitution of the United States to require a balanced federal budget.”
This should be seen as an encouraging sign for two reasons:
#1 – It shows that the states have the fortitude to stand up to the federal government on important issues like the budget.
#2 – It also shows that the states are concerned about the federal government’s out-of-control spending that is sending the nation into a black hole of debt.
There have been multiple attempts by the states to force an Article V convention. In many cases, Congress preempted these efforts by addressing the issue causing the states to pass resolutions.
So it will be interesting to watch how Congress reacts to this development. Will they try to wriggle there way out of this? Will they try to delay the convention? Will they provide some reason why a convention will not be held?
One thing is certain: Regardless of how Congress reacts, this is going to be one of the most widely talked about events in many years.
