This is not rhetoric. One man is taking personal responsibility, like Joseph of Bible fame. When the famine came across the nation, Joseph made sure the barns were full.
Barry Smitherman, head of the powerful Texas Railroad Commission, is that man, and he is "making waves for his comments about economic collapse, energy policy and the future." While he's making waves simultaneously he is making preparation. Detroit is bankrupt as are other cities and municipalities led by Democratic, liberal administrations.
